how come some people have more than one color

You can change the color of the Elf Kit Outfit. The color wheel works when you change colors of your Elf Shoes, Elf Shirt, Elf Hat and Elf Gloves. The Elf pants have predefined colors therefore you will not have the color wheel pop up.

i mean i have seen some people wear more than 1 color elf costume for example they are wearing a green outfit but a pink top

When you get your elf costume you can make each piece a different color! It lets you choose the color for each piece separately!

Yup. Mamanoodles is absolutely correct! The changing of the elf costume is available for each piece. Remember though, it cannot be changed back after you've changed its color.
