What she did was, she traced around on the outside of her character, and after thta she clicked

Flitre>Stylize>Progressive Contour

Get the picture, then fill in the background with a color that isnt on your picture. Then use the wand on it, and it should outline your character with the dotted - line.

Then do what Butterfly said - Flitre>Stylize>Progressive Contour :]

You still use Progressive Contour but click None. But I do blur, it looks like a glow [To me].
