How do you make a collage?

Where and how? I prefer ones that you don't need to download.

I would use Paint as it is very easy.
That is what I used for my country collage contest entry!
You just paste the pictures you want onto Paint so they are over lapping and, Voila!

How do you put the words "Welcome to Canada" on your collage?

Well, That's how I made mine. Then, I added text with PhotoFiltre and, added a border with Picnik.
To get the really cool ones, you need to get something like Photoshop
