That item has been released in a couple of different ways. It started out as a Chief Workshop Manager exclusive code item from their World Leadership Conference in 2008. Recently it was given out to all Bearville Citizens as a Christmas present.

Yes, it was a Manager item and was recently given out as a Christmas gift. I think it still remains as a Manger item. [:
