Solved. Please Lock

So I saw this girl who looked barefoot. I asked her how she got it to be like that and she said that it was a rare item that you put on as if it were shoes. I asked her where she got it from and she said a trade. She also said they were extremely rare. What is it?

Its an ankle thing. It makes you look barefoot. I have one myself.

Locking. I don't believe that's very rare, though, I cannot be for sure. Those "ankle things" I got from AbbieBright's market, they were red and look more like a strap, though
