I believe you get it from doing the badges Move? 465488 I think the recreation one because it has to do with sports. I'm not sure ..

you get from earning your badges in the recreation badge, you have to do stuff that gets you points for recreation, its I believe second or first level but if you already got basketball hoop then that means its that level I believe because it comes with move after you finish the second part(which is after you get gift.)
