If you're a JrCybearguide, is it still possible to get open chat or did you have to do it earlier?

Yes, you can still get the Safe Open Chat by doing the following steps:

1. Change your chat settings from Instant Chat to Open Chat in your PDA in the game.This will send a parental notification mail to your email address.
2. Check the email you will get and click on the link to approve it.
5. Log into Build-A-Bearville. You should have Open Chat in your account.

Yeah you can still get it!
