Does anyone know how to use photo filtre? I downloaded it. but IDK how to use it.
Also how to download smileymonster font.

I don't really know how to do that, but try this...

Click on Magic wand and click on your picture then click on invert.
Click on filter>Stylize>Progressive counter
and check the Outside box

Or...

Click on Magic wand and click on your picture then click on invert.
Click on filter>stylize>drop shadow
