Yes it is an employee item! Make sure you don't get it mixed up with another heart necklace that Maxine gave away last year!

That is a very special furry friend reward. It comes from the Platinum Teddy that only those who attended the Chief Workshop Manager's meeting received. In real life, each bear has a personal message from Maxine in it and was hand numbered and each manager had one assigned especially to them.

The easiest way to tell it from the other Maxine necklace is that this one has "sparkles" when the other one doesn't.
