Yes, It is an Employee item But however,
If you email Maxine a pawsome Idea for BABV
and include your BABV Username, You could get one from her as a special thanks! Employee Item 143839
I got one once from Maxine! Employee Item 286981

The light bulb hat was originally a gift at the Chief Workshop Manager's yearly meeting in St. Louis last year. It was later given to Bearville citizens who emailed Maxine bright ideas to make BABV better.
