if you noticed in BNN there are two studios the 2nd is chloe's but the first says news room... maybe they should do a news report every time the new Bearville times comes out...
Also they should have a feature in the libeary a little tv which you click on and you can watch the old chloe show episodes

To your first idea: Great! They could have a news show like in real world but about the BABW/BABV news 
To your second idea: Pawsome! It sort of matches the thing where you can read the old BABVtimes.
